- Chairman of the Advisory Board of the Estonian Police: Ministry of Internal Affairs, 2003 –2005; 

- Internal security advisor at the Ministry of the Interior 2000-2002;

- Security advisor, counsellor to the Director General of the Estonian Police Forces 1995-1997;
